I figure it's a token move by the NFL to appease the defensive players who have been saddled with safety rule after safety rule for the last 10 years.

In a way, it's only fair.

Defensive mindsets have become to the point where they are afraid to hit somebody even "near" the sidelines because the flag may be thrown, especially with QBs. Officials throw the flag on hits that are fully in bounds a lot of times if they view the player is heading out of bounds. And QBs use this to an advantage. I was watching a Seattle game and Wilson is clearly heading out of bounds. Defensive back pulls up since he didn't want the penalty and Wilson reaches the ball out for a couple extra yards. Good play by Wilson, but probably wouldn't have done it if he wasn't so confident that the DB would pull up.

Hate the ruling but I see Teks point here.
