Dede Westbrook (neck, shoulder) is inactive for Week 9 against the Texans.

Westbrook made the trip to London but couldn't get cleared. Chris Conley will start for him and is on the FLEX radar in a plus matchup with Houston's secondary. Also inactive for Jacksonville are CB D.J. Hayden, LB Quincy Williams, LB Leon Jacobs, RB Tyler Ervin, DT Dontavius Russell, and OT Brandon Thomas.


Texans LT Laremy Tunsil (shoulder)is inactive for Week 9 against Jacksonville.

Tytus Howard (knee) is active, but the Texans will be without their starting left tackle. It's a downgrade for Deshaun Watson and the Texans' passing offense. The rest of Houston's inactives are WR Will Fuller, CB Bradley Roby, CB Lonnie Johnson, S Tashaun Gibson, LB Terrell Adams, and OL Greg Mancz.
