The Bears have a lot of needs but may be helped if the cap increases. Burton and all other TEs have been big weaknesses. They need the following:

- Upgrade at TE
- a better 3rd WR
- Offensive guard
- Defensive end whether they cut Leonard Floyd or not
- Replacement starting CB (cut prince A last week)
- Decent 3rd RB
- And then there is QB where they need to figure out what level of backup they want for this year (between 5 and 20 million)

Hooper would be great but would use up a good amount of their available cap.
