From everything I've heard/read teams do not lie during the draft, beacause if it's found out they did word gets around and no one would deal with them again. So I honestly believe SF had an offer that CHI had to beat.

They had no intention of going QB. They informed CHI that other teams were looking to trade in. And CHI had to overpay to be the trade partner. But SF made sure whoever was trading in was not taking their guy. So win-win for SF.
