Gameplans?

Just wondering why it seems that offenses don't gameplan better against secondaries???

For example... If an offense knows that a defense plans on sticking their "shutdown" corner on their top WR while they're on the outside and they have a week to gameplan... Why not move their top dog inside more???

Dez vs Josh Norman is a prime example.. Why not just plan on putting Dez into a position to avoid this guy for most of the game!?!

Unless, the Defense has decided he will just cover Dez, regardless of where he lines up. It has happened before.
